Formation & Duration of Constitution

This Constitution for the Courtesy Flush Fantasy Football League (CFL) establishes the league's governing rules. Each team owner is entitled to the benefits of and bound by its provisions. This Constitution shall remain in effect indefinitely and is amendable only by the Commissioner. These governing rules are designed with fair play and sportsmanship in mind.

Article II

Office Of The Commissioner

Establishment of Commissioner

The Office of the Commissioner is not electable and is an indefinite role.

Upon resignation or other voluntary permanent departure of the Commissioner, the Deputy Commissioner immediately assumes office unless the Commissioner has formally designated an alternative successor in writing before the vacancy. Upon the death or permanent incapacity of the current Commissioner, the Designated Successor shall instead immediately assume office, if willing and able. Subsequent Commissioners may establish or change their own written succession designations; this special designation does not automatically carry forward.

If no successor under the applicable succession designation is willing and able to serve, the Competition Committee shall unanimously appoint an eligible Manager who is not a member of the Committee. Committee members may not elect themselves.

Establishment of Deputy Commissioner

The Deputy Commissioner is appointed by the Commissioner and may be dismissed or replaced at any time, with or without cause.

The Deputy Commissioner holds no independent commissioner authority, and serves only as an advisor and designated successor subject to Section 2. Temporary administrative duties may be delegated without triggering succession.

The Deputy Commissioner serves on the Competition Committee. Appointment as Commissioner automatically vacates any seat held on the Committee.

Powers and Duties of the Commissioner

The functions of the Commissioner shall include:

To serve as the Chief Administrative and Dispute Resolution Officer of the CFL, except where this Constitution assigns a dispute to the Competition Committee.

Administering scoring, roster, scheduling, and all other league settings.

Investigating actual or suspected misconduct, or acts deemed not to be in the best interests of fantasy football, and requesting truthful and full cooperation from Managers.

Reviewing transactions for collusion, unfairness, prohibited practices, and competitive integrity.

Imposing preventive, remedial, or disciplinary action under Article IV, subject to appeal when applicable.

Appointing persons to assist with administrative duties.

Appointing or dismissing the Deputy Commissioner and Designated Successor.

Appointing or dismissing Competition Committee members, subject to Article III safeguards.

Recording formally enacted amendments to this Constitution.

Procedure to Review and/or Vacate Commissioner Decision(s)

A Manager directly affected by an eligible formal commissioner decision may seek Competition Committee review. Eligible matters include alleged violations of this Constitution, disciplinary decisions, conflicts of interest, and serious threats to competitive integrity. Routine administration and mere disagreement with a discretionary decision do not independently establish an appeal.

A formal Commissioner decision may be vacated only by a unanimous vote of all three impartial Competition Committee members. A 2–1 vote, abstention, or failure to achieve unanimity leaves the decision standing. Conflicted members shall be replaced in accordance with Article III.

Trade-veto appeals must be filed within twenty-four (24) hours after the veto is announced and are also governed by the deadline restrictions in Article IX. Other appeals must be presented within a reasonable period, with timeliness determined by the Committee until a specific rule is adopted.

A successful appeal vacates the challenged decision. Any further action must comply with this Constitution and cannot be used to evade the Committee’s ruling.

Article III

Competition Committee

Establishment of Competition Committee

The Commissioner appoints three (3) Competition Committee members, including the Deputy Commissioner. Members serve until resignation or dismissal and may be removed without cause.

Appointment and removal authority may not be exercised for the purpose of reversing a rejected rule proposal. A rejected proposal may not be resubmitted during the same season merely because Committee membership has changed; a materially revised proposal may be considered.

A Committee member with a direct conflict of interest in a matter shall recuse themselves. A neutral, eligible Manager shall be appointed temporarily to ensure that three impartial members can act. The Commissioner shall not select a replacement for proceedings in which the Commissioner is personally involved; the remaining impartial Committee members shall select the temporary replacement.

Powers and Duties of the Competition Committee

The Committee provides advice, reviews formal grievances, and exercises oversight of eligible commissioner decisions under Article II, Sections 8-11. It may not remove the Commissioner from office.

The Committee has binding approval authority, ordinarily by a majority of at least two of its three members, over significant competitive rule changes that do not require a league-wide vote. The Commissioner retains routine administrative authority. A significant change may not be relabeled as administrative to evade required approval.

League-wide votes under Article V, Section 4 govern expansion, dues increases, changes to league settings, draft regulations, and other major propositions submitted to league vote. The league-wide vote is the final approval authority for those proposals; separate Committee approval is not required. The Committee may offer advisory review before the vote. The Commissioner formally enacts proposals approved through their applicable process.

The Committee may recommend constitutional amendments and clarify ambiguous provisions, but recommendations alone do not amend this Constitution. The Commissioner formally enacts approved amendments.

Overturning an eligible commissioner decision requires unanimity (3–0). In matters involving an alleged offense by, against, or otherwise personally involving the Commissioner, the Committee handles the disciplinary matter directly, using the recusal process described above.

The Committee may unanimously appoint a successor Commissioner only in the circumstances set forth in Article II; no Committee member may be appointed through that process.

Article IV

Offenses & Penalties

Nature of Offenses

This Article defines prohibited conduct, disciplinary penalties, and the handling of alleged offenses. The list is not exhaustive, and the Commissioner retains authority to assess misconduct as provided in this Constitution.

Commencement of Disciplinary Proceedings

The Commissioner may determine and impose a penalty upon a complaint or on the Commissioner’s own initiative without a mandatory advance hearing. An affected Manager may subsequently appeal a formal disciplinary decision through Article II, Sections 8-11.

The Commissioner may investigate alleged offenses and require Managers to provide truthful statements. The Competition Committee may recommend an investigation or disciplinary action, but does not ordinarily initiate discipline except when the Commissioner is personally involved, in which case the procedures established in Section 7 shall apply.

Offenses

A Manager commits an offense by engaging in any of the following:

Bribery: Providing an outside benefit in exchange for in-game value.

Collusion: Improperly coordinating with another person or Manager to distort open competition, mislead the league, or improperly benefit a team. A one-sided trade does not, by itself, establish collusion.

Non-Competitive Behaviour: Intentionally failing to compete beyond mere negligence. Persistent failure to engage in reasonable roster management, including neglecting injured or inactive starters or sustained disregard for obvious roster deficiencies, may constitute noncompetitive conduct. No Manager is required to trade or submit waiver claims merely to satisfy this provision.

Nuisance: Repeatedly complaining about league operations to an extent amounting to harassment of the Commissioner or Committee, or markedly decreasing the enjoyment of others.

General Anti-Avoidance Provision (GAAP): Conduct not expressly listed that is generally acknowledged to be inappropriate or contrary to league integrity.

Prescribed Penalties

For conduct contrary to the best interests of the league, the Commissioner may impose one or more of the following, subject to applicable appeals:

A formal warning;

Reversal, amendment, or denial of a transaction;

Forfeiture of a day, week, or specified period of competition;

Reduction of points earned in a matchup;

A draft-related sanction that does not authorize trading draft picks;

Suspension or removal of a Team or Manager;

Reduction in waiver priority; or

Such other actions as the Commissioner may deem appropriate.

Publication of Penalties

Formal disciplinary decisions against a Team or Manager shall be announced in the Group Chat or another designated official league channel.

Disputes Involving the Commissioner

If the Commissioner is personally involved as an alleged offender, complainant, or directly interested party, the Competition Committee shall assume responsibility for deciding the disciplinary matter. Conflicted Committee members must recuse and be replaced by neutral Managers pursuant to Article III.

Article V

Teams & Managers

Establishment of Teams and Managers

The CFL is composed of Managers who control league Teams. The Managers of each Team are established as follows (in no particular order):

Brandon – The Hurts Locker

Alisha – Beauty & the Blitz

Mikey – Better Call Hall

Elias – Cookin Ws

Dan – The Thunderballs

Joe – Average Joes

Conner – Amon Drugs

Jacob – Livin La Vita Vea

Makayla - Steel City Sirens

Tyrus – Void Walkers

Heather - Renegade & Confused

Tylor - Outta Respect For JD5

A Manager in good standing may continue participating in consecutive seasons, subject to the Constitution and the Commissioner’s appointment and removal authority.

The Commissioner has exclusive authority to appoint replacement Managers without league or Committee approval.

League Voting

League-wide votes may be required for creation or reduction of expansion Teams, revisions to league settings or draft regulations, dues increases, other major propositions, or opinion polls as required by the Commissioner for their own guidance. A binding league-wide proposal requires at least fifty percent (50%) of eligible Managers to participate and a simple majority of votes cast in favor; tied votes fail. Polls shall remain open for at least seventy-two (72) hours. The Commissioner shall announce the result and enact approved changes consistent with Articles I and III.

Withdrawal and Vacant Teams

A Manager may withdraw at any time. The Commissioner may appoint a replacement immediately, including during an active season. The replacement inherits the vacated Team’s existing roster, record, schedule, and league standing.

Until replacement, the vacant Team shall maintain a legal starting lineup. Trades and discretionary free-agent or waiver additions are prohibited. The Commissioner may make only those free-agent or waiver additions strictly necessary to field a legal starting lineup, without making optional competitive improvements.

Replacement Managers may rename the Team they inherit.

Team Ownership

It is the CFL’s position that Managers do not retain any ownership of their respective Teams. Participation in this league is a privilege, not a right, therefore said participation can be voided at any time.

Manager Responsibilities

Managers must make a reasonable effort each week to field a legal and competitive starting lineup. Accidental violations, unforeseen injuries, and unusual circumstances are handled at the Commissioner’s discretion.

Intentionally weakening a starting lineup to manipulate weekly bonus eligibility is prohibited.

Sustained neglect or inactivity may constitute an offense under Article IV. Managers are not required to conduct unnecessary trades or waiver transactions merely to demonstrate activity.

The allocation of league dues is as follows:

Beginning in Week 4 of the regular season, one (1) active Squid Game participant shall be eliminated each week in accordance with the provisions set forth herein. This process shall continue until only two (2) participants remain. The remaining participants shall compete head-to-head during Week 12, with the higher-scoring team being declared the Squid Game Champion. The Squid Game Champion shall receive the prize established by the League for that season.

Commissioner Authority

In the event any circumstance, dispute, ambiguity, or unforeseen situation arises that is not expressly addressed by the provisions of this Section, the Commissioner shall have the authority to interpret and administer these rules in a manner consistent with the intent of the Squid Game competition and the League Constitution.

Any ruling or interpretation made by the Commissioner pursuant to this Section shall be subject to review in accordance with Article II, Section 8.

Waiver Wire & Free Agency

Waiver Wire Format

Dropped players are subject to a two-day (48-hour) waiver setting, remaining on waivers for approximately forty-seven (47) hours, with claims processed in the forty-eighth (48th) hour.

To help prevent the issue of "cycling" players through free agency, a player that is added and released on the same day (within 24 hours) will remain a free agent.

Waivers are available immediately upon the conclusion of the draft.

Waiver Priority

Initial waiver priority is the reverse of the draft order. Thereafter, the league uses rolling waiver priority. Waiver order does not reset weekly and Managers may submit an infinite number of claims in any week, throughout the entirety of the season. The team which makes the most recent pickup is automatically moved to the last slot.

Managers may submit multiple waiver claims. If multiple Managers claim the same player, the claim of the highest-priority Manager is awarded first.

Unclaimed players not acquired during the waiver period become free agents and may be picked up on a first-come, first-serve basis without affecting a team's waiver position.

Waivers process daily beginning at 3am EST, except for Monday and Tuesday, when waivers are not processed. Note that due to the high volume of waiver claims at certain times of the season, it may take several hours for waivers to process in Sleeper’s systems. Also, during certain weeks of the NFL season, the first game of the week is played on Thursday, Friday, or Saturday, affecting the waiver process.

Article IX

Trades

Authorization and Review

Any Team may engage in any number of transactions with any number of other Teams at any time, provided that the transactions would not be contrary to the best interests of fantasy football.

The Commissioner retains authority to review and, where necessary, veto or reverse trades for collusion, cheating, noncompetitive conduct, egregious unfairness, or another serious competitive-integrity concern.

Any Commissioner veto or reversal shall be announced to the involved Managers. Either participating Manager may appeal within twenty-four (24) hours of the announcement. Overturning the decision requires a unanimous Competition Committee vote under Article II, Sections 8-10.

With the exception of roster requirements, there are no restrictions with respect to the number of players that may form part of a transaction.

Forbidden Trades

Players to be named later, draft picks, and promises of future unrecorded compensation may not form part of a trade.

Trade Deadline

The deadline for making trades is Wednesday at 11:59pm during Week 11 of the NFL Regular Season.

A trade accepted before the deadline may proceed after the deadline, however, a trade vetoed by the Commissioner cannot be reinstated after the deadline, even if the Competition Committee subsequently overturns that veto.

Collusive Trades

Collusion means improper cooperation between Managers or other parties intended to manipulate competition or unfairly benefit a Team. It includes arranging a player drop to make that player available to a particular Manager. An unequal or one-sided trade does not by itself prove collusion.

Egregiously unfair trades may independently be vetoed at the Commissioner’s discretion. Dislike of a Manager, an upcoming opponent, or an unsupported objection alone is not an adequate reason for veto.

Effects of Contravention

Transactions that would violate the roster requirements, or that contravene this Article, are null and void. For further certainty, even if a transaction involves multiple parties, a single infraction of a single roster requirement by any of the parties by virtue of that transaction nullifies the entire transaction for all parties.

Article X

The Draft

Commencement

The Commissioner shall announce the draft date and time through designated league communications and Sleeper at least seven (7) days in advance. The draft shall take place before NFL Opening Day.

The Commissioner selects and announces the method for determining draft order before that method is used. League-wide approval of the method is not required.

Draft Format

The CFL uses a snake draft in which the selection order reverses each round. Managers who pick 1st overall will pick last in Round 2 and Managers who pick last in Round 1 will pick first in Round 2.

Each Manager drafts once per round. The Commissioner establishes and announces the pick timer for each season before the draft.

Managers who cannot attend may use Sleeper autodraft or authorize a substitute. A substitute is not required. Autodraft results will not be reversed merely because they are inconvenient.

Teams shall draft the roster positions established in Article VII, Section 4.

Draft Day Trades

Managers may agree to trades involving drafted players during the draft, provided those agreements are recorded and the actual player transactions are processed after the draft. Draft picks themselves may not be exchanged or reassigned. Such transactions are otherwise subject to Article VIII review.

Article XI

Playoffs

Timing

The playoffs begin in NFL Week 15 and consist of three (3) one-week rounds, concluding in NFL Week 17.

There are three (3) rounds of playoffs.

Each playoff round shall be one (1) week long.

Qualification and Seeding

Six (6) Teams qualify for the championship playoffs. The two division winners occupy seeds one and two and receive first-round byes. The remaining four positions are awarded to the highest-ranked non-division-winning Teams.

For division standings, wildcard qualification, and playoff seeding, the ranking order is Overall Record, followed by higher Points For, then lower Points Against.

Tied playoff matchups are determined by the higher seeded Manager.

The Sacko Bowl

The six (6) Teams outside the championship playoffs enter a three-round loser’s bracket. Losing Teams advance toward the Sacko Bowl, and the loser of the Sacko Bowl is the official Sacko recipient.

Awards and Punishments

The Courtesy Flush League Championship trophy will be shipped or otherwise delivered to the league champion, after which the champion may retain possession of the championship until the following season’s playoffs commences.

The Sacko Bowl Championship trophy will be shipped or otherwise delivered to the loser of the Sacko Bowl along with a league-mandated Sacko Punishment.

Sacko punishments shall not require illegal, dangerous, or physically harmful activities or unreasonable financial expenditures. A refusal to complete a properly approved punishment may be subject to disciplinary action, including suspension or removal, at the Commissioner’s discretion and subject to applicable appeals.
